She attributed ongoing labour shifts and adjustments, not to a sort of Gresham’s law in which cheap women’s labour drove out men’s, but instead to a complex mixture of supply and demand forces that varied from industry to industry. These included immigration, workplace monopolization by men’s unions, and technological innovations that sometimes enabled women to do physical work previously too hard for them (for example, in boot- and shoe-making) or made jobs they had held too physically taxing for women (for example, in cotton mills).
She went on to receive a master’s degree in economics from Columbia University in 1919 and a doctorate in economics from the same university in 1925. In addition to her four main publications, which are briefly considered below, Baker had numerous articles and book reviews published in academic and professional journals, including the American Economic Review, Industrial and Labor Relations Review and Annals of the American Academy. Before undertaking graduate studies, Baker was Dean of Women and Instructor in Economics at Lewiston State Normal School in Idaho (1915–17) and subsequently Dean of Women at Ellensberg State Normal School in Washington State (1917–18).
